It's a pleasure to open the Cutting Edge National Conference today and I welcome the many distinguished guests both from overseas and from around New Zealand. You work in a very testing sector.

Good morning and thank you for asking me to give the opening address at your conference.

Good afternoon distinguished guests, parliamentary colleagues, ladies and gentlemen.

Good afternoon and thank you for inviting me to your Spring Lunch today. It's great to be here as both the local MP and as the Associate Minister of Justice, with responsibility for JPs.

Thank you Bill Falconer for the introduction. Thanks also to Tim Ritchie for inviting me here today to speak at your conference.

There is a particular anthem that you might hear at weddings; at funerals, at school graduations and even at football matches.  

The theme of this year's New Zealand Petroleum Conference is "Transformation".

There will be many people in this audience who, like me, are visiting Christchurch - our second most important city - for the first time since the Canterbury Earthquake.

I'm delighted to be here today to mark the launch New Zealand's first Neighbourhood Policing Teams here in the Counties-Manukau Police District.

The question of whether drug offenders should be punished is not as straightforward as it might first appear.

Thank you Sue for that kind introduction. It's a pleasure to be here today to open the Infant Child and Adolescent Mental Health Services (ICAMHS) conference.

I'd like to thank the Rotorua District Community Law Centre for hosting this hui and the Canterbury Community Law Centre for helping to organise it.

Thank you for inviting me to speak today. I understand the main topic you'd like to discuss is the Private Security Personnel and Private Investigators Bill, and I'm happy to take questions for about 10 minutes afterwards.

Can I thank the New Zealand Security Association for hosting this conference. I would also like to acknowledge their valuable input into this legislation.

I'm sure you know that the private security industry in New Zealand is currently regulated by the Private Investigators and Security Guards Act, which is over 35 years old.
