Thank you for the opportunity to say a few words, as you begin to traverse the history and the future of New Zealand’s ACC scheme.

Welcome and thank you for inviting me to speak to you at this seminar on health sector restructuring in New Zealand. I would like to take this opportunity to concentrate on a crucial issue that underlies any restructuring – that is the need for policy-makers to get a better understanding of the complexity of how health services are delivered.

Good afternoon. It is a pleasure to be here today, and to contribute to your forum on ‘looking ahead to action for change’.

Thank you for inviting me to officially open your conference. I welcome this opportunity to speak to the diverse range of people here today who work in the area where public health and environmental protection meet.
