I am delighted to be here today to launch the Department of Corrections Pacific Strategy 2005-2008.

Good morning and thank you for the opportunity to open your Conference. Your invitation was issued to my colleague Lianne Dalziel, in her role as Parliamentary Private Secretary to the Minister of Ethnic Affairs.

The new Northland corrections facility has good community support, will provide jobs for local people, boost the regional economy. More should be done to head off the causes of crime and to ensure that inmates when released don't return

I want to talk about the labour market and some of our achievements in this area over the last few years.

The Land Transport Management Act represents a new era for the planning, funding and operation of land transport infrastructure and services.

The Land Transport Management Bill broadens the focus of land transport funding, encourages more long-term planning, and allows for greater funding flexibility.
