In New Zealand there was a 'Great Change' in the way we delivered mental health services, before the “Great Push” to invest in mental health began.

Today we mark Connect’s “coming of age” since its formation 21 years ago by celebrating the mental health and addiction sector’s journey of growth and development over the same period.

 We do things differently now than we did 21 years ago.

 21 years ago most people with a severe mental illness lived in large psychiatric hospitals, often located in remote areas - hidden away from society.

I move, That the Television New Zealand Amendment Bill be now read a second time.

 Purpose of the bill

 In brief this bill amends the Television New Zealand Act 2003, in line with this Government’s wish to replace the current TVNZ charter with a less prescriptive list of functions and to leave TVNZ to concentrate on being a successful television broadcaster without the shackle of an unrealistic dual mandate.

Chair, other members of the Judiciary, my Ministerial colleagues; Judge Bill Hastings; Tribunal Members; the Chief Executives of the Department of Labour and Ministry of Justice; ladies and gentlemen.

The creation of an independent Immigration and Protection Tribunal is one of the salient achievements of the new Immigration Act. Most of the provisions of the Act come into effect on Monday and the Tribunal begins operations on the same day.
