The detail of the Budget is now long gone, and while I am happy to answer questions about it; I would like to use my time tonight to assess the reaction to it.

Finance Minister Michael Cullen today released the Government's proposed response to the recommendations of the Independent Review of the Operation of Monetary Policy by Professor Lars Svensson.

Thank you for the opportunity to speak to you today. It is always nice to be back in the South Island.
I have heard it said that Grey Power was formed to fight the surcharge. Now that the surcharge has gone, Grey Power is moving on. It is also moving on in the way that it does business with the government. In the last year, the national officers of Grey Power have adopted a policy of open dialogue.

Bill English continues to misrepresent the Government's fiscal policy, and the funding mechanism for the proposed New Zealand Superannuation Fund," Finance Minister Michael Cullen said today.

"Budget 2001 has two principal objectives: to consolidate the Government's reputation as a prudent fiscal and economic manager and to advance our policy agenda," Finance Minister Michael Cullen said.

The Government has used the 2001 Budget to begin making contributions into the planned New Zealand Superannuation Fund.

The Government began contributing to the future costs of New Zealand Superannuation in Budget 2001.

The Budget is being presented on Thursday. The Select Committee is due to report back on its consideration of the New Zealand Superannuation Bill on 12 June.

The annual Budget is to be presented on 24 May. Today I want to explain the context in which it is being pulled together, and share with you my thoughts about how we can improve the presentation of Budget information so that the public has a stronger base on which to evaluate the government's management of its finances.

"The 2001 Budget will include a modest adjustment to the $5.9 billion spending cap to allow for necessary and unanticipated expenses to maintain national and regional security," Finance Minister Michael Cullen announced today.

We are now almost halfway through our first term of office. Before we know what has happened, we will be preparing for the supreme test of accountability in a democracy - a general election.
