Mr Speaker, I move that the Hazardous Substances and New Organisms (Genetically Modified Organisms) Amendment Bill be now read a first time.

At the end of October the Government announced its key decisions on the recommendations of the Royal Commission on Genetic Modification. Today, I want to talk to you about those decisions in some detail and to outline next steps.

As Minister for the Environment, I have a vision to make our clean green image a reality

Thank you for inviting me here today to discuss the development of an Oceans Policy.

This is indeed an auspicious occasion. Ten years ago today the Resource Management Act became law.

When I think of New Zealand, the image is of a green land of forests and fields, lakes and rivers, with snow capped mountains and a coastline of wild rocky shores, sheltered bays and harbours and sandy beaches. This has been a commonly held view of our land for a long time. It has been reflected to us by visitors from abroad and used in the promotion of our tourism industry and our products.

I am proud to be Minister for the Environment in New Zealand. We are known internationally as being clean and green.

The first thing I'd like to talk about is my vision for the environment and the broad objectives I've set as a first step towards achieving it. I'll then update you on the Resource Management Act amendments and some of the work being done to reduce delays and costs at the Environment Court.

Thank you for inviting me to speak to you. I don¡¦t need to tell any of you that the loss of indigenous biodiversity is the most pervasive environmental issue facing New Zealand.

Good afternoon. My thanks to the New Zealand Chemical Industry Council for inviting me to speak to you at your Annual Conference. Congratulations to those of you who have received PRINCE certificates. Your efforts in implementing the "Responsible Care" program at your industrial sites are an excellent example of industry responsibility.

New Zealanders are passionate about their environment and the role nature can play in our lives - we see this in gardening and recreation, and we see it in wider support and appreciation of our native bush.
