Culture and heritage
- Almost $40 million over four years to support Television New Zealand, Radio New Zealand, New Zealand on Air and the Broadcasting Standards Authority. [$14.6 million to RNZ already announced.]
- $1 million over four years for iwi radio.
- $6.5 million for an information programme on the Treaty of Waitangi and a further $5.9 million over the next four years for the Treaty settlement process.
- $34 million in 2003-04 to lift participation in sport, and another $11 million for additional sports coordinators in secondary schools.

- $2 million over the next two years to improve water management.

- $200,000 to the Solar Hot Water Grants scheme.
- Increase from $1 million a year to $2 million for the Crown Energy Efficiency Loan Scheme.
- $1.2 million over two years for a public information campaign on low sulphur diesel.
- $2 million a year for four years from next year for the Renewable Energy Market Development Fund.

- $15.2 million over four years to establish a Heritage Preservation Fund and increase funding to the Historic Places Trust, the Department of Conservation and the

- $3.5 million to build a new field store at Scott Base.
